It is specifically illegal for Canadians or Canadian weed dealers to export it. However on a large industrial scale, rules are being developed to allow large volume exports but only to other places where it is legal.
Foreign individuals will not be able to order it and and have it shipped to them, especially not to the USA. As well, if you come to Canada and buy some to take back to the USA, even to Washington State where it is also legal, it is still highly illegal to cross the US border with it.
Legal weed in Canada is for consumption in Canada only.
